I just got GTA 4, and was in awe with the scope of the game. But there is a problem: the game freezes every 2 seconds, give or take, no matter the configuration I choose. I've got the feeling that it's not the Video Card, but rather the processor that is the choke point, as the cut scenes look fluent and with good framerate, even the benchmark.

Has anyone else noted this? Is there some configuration I can tweak to lower the processor stress?

My computer is a Athlon X2 3600+ EE (2GHz), 4GB RAM 666MHz, M4N78 SE Motherboard and a PNY GeForce 9600 GT video card.

I actually found what was the source of my problem: Windows.

The game wasn't freezing every few seconds, it was freezing on every keystroke. You have to disable the Windows Event Log Service, which you can't stop. You have to disable it from its properties and reboot. After that you'll see that the game goes way faster.
